Travellers who are not Singapore Citizens (SCs) or Permanent Residents (PRs) and who have a recent travel history to India, Indonesia and the Philippines must present a valid negative COVID-19 Polymerase Chain Reaction (PCR) test to enter or transfer through Singapore.

They will still be required to serve their SHN upon arrival in Singapore and be tested at the end of their SHN.

[12 Oct 2020 update] SHN for travellers from Sabah; Pre-Departure Tests (PDT) required for travellers from Indonesia, Philippines; Reduced SHN for travellers from Hong Kong; PDT required for travellers transferring through Singapore from India
From 14 October 2020, 2359 hours, travellers with a recent travel history in the past 14 days to Sabah, Malaysia will be required to serve a 14-day Stay-Home Notice (SHN) at dedicated SHN facilities. This also applies to returning Singapore-based travellers under the Reciprocal Green Lane (RGL), as well as Malaysian Citizens and PRs entering Singapore under the Periodic Commuting Arrangement.
From 19 October 2020, 2359 hours, travellers arriving in or transferring through Singapore, who are not Singapore Citizens or Permanent Residents and who have recent travel history to Indonesia or the Philippines within the last 14 days prior to entry, will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. Travellers will need to present a valid negative COVID-19 test result as a condition of approval to enter or transfer through Singapore. Travellers from Indonesia and the Phillipines entering Singapore will still be required to serve a 14-day SHN at dedicated SHN facilities and to take a negative COVID-19 test before the end of their SHN.

From 14 October 2020, 2359 hours, the SHN period for travellers from Hong Kong will be reduced to 7 days.
Travellers transferring through Singapore with a recent travel history in the last 14 days to India, will need to present a valid negative COVID-19 test result.

From 17 September 2020, 0000 hours, travellers arriving in Singapore who are not Singapore Citizens or Permanent Residents and who have recent travel history to India within the last 14 days prior to entry will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. Travellers will need to present a valid negative COVID-19 test result as a condition of approval to enter Singapore.
This requirement is on top of the existing requirements of a 14-day Stay-Home Notice (SHN) at dedicated SHN facilities and a negative COVID-19 test before the end of their SHN.

[26 August 2020 update] Changes to SHN for travellers from Republic of Korea
Singapore Casino Entrance Rules Pass
From 29 August 2020, 0000 hours, travellers entering Singapore who have recent travel history, including transit, to the Republic of Korea, within the last 14 days will be required to serve a 14 day Stay-Home Notice (SHN) at dedicated SHN facilities instead of their own place of residence.
Travellers will also need to undergo a COVID-19 test before the end of their SHN, as is the current requirement.
